PROPOSAL TO MAKE ILLEGAL. The text has been Issued of a bill, Introduced by Lieut.-Colonel Moorcfirabazon, making illegal the issue and redemption of gift coupons, says a London paper. In the bill, “gift coupon” is interpreted as “any coupon, stamp, token, cover, package, document, or other thing issued by any person upon, or in connection with, the sale of goods which, cither by -itself or together with any other coupon or coupons, or any other act or thing, entitles, or purports to entitle the holder thereof to receive in respect of the purchase of such goods any gift, allowance, concession, consideration, benefit or advantage of any kind whatsoever, other than an unconditional payment in money or insurance benefits. it is proposed that, three months after the passing of this measure it shall not ho lawful to issue any. gift coupon, and that after Hie expiration of a further Hi roe months it shall not hr lawful to redeem such coupons. Any person contravening the law is to In- liable on summary conviction lo a fine not exceeding £‘Jrtu for each offence; and if such person is a corporation every person acting ns a director or manager is to be liable to the same hue.
