CONGRESS & CONFERENCE. WILL NOT PARTICIPATE. UNGROUNDED-ALLEGATIONS. Wireless.’' (Received Aug. 14, 12.30 a.m.) RUGBY, Aug. 13. News reached London to-day that the All-Indla Congress sitting in* Bombay has decided not to co-operate in the London Round Table Conference. The decision was arrived at following the receipt by Mr Gandhi of what Is regarded as an unsatisfactory reply from the Viceroy, to whom he addressed a grievance alleging coercion in the collection of the land tax in Gujerat. The Bombay Government, however, found that only the ordinary legal procedure had been followed, and there had been no breach of the Delhi Truce.
Although the dlclslon of the Congress will be received with regret, the conference will proceed with the work according to plan. The co-operation of Congress in the conference was one of the primary objects of the agreement arrived at between Lord Irwin (the former Viceroy) and Mr Gandhi. The authorities In India have carried out the terms of that agreement both in the letter and spirit and everything possible, consistent with the responsibility of the authorities for the operation of the ordinary jaw, has been done to smooth away difficulties.
