CHICHESTER HELD UP. A JAPANESE EMBARGO. United Press Assn.—Elec. Tel. Copyright. (Received July 29, 10.10 a.m.) MANILA, July 28. The aviator, Mr F. C. Chichester, who arrived here on July 17, was prevented to-day by the Japanese Government from continuing his flight to Tokio. The pontoons and propellor had been repaired and the plane overhauled by United States Air Force men, but Japanese officials informed him that he would not be permitted to fly over the small fortified islands leading from Formosa to Japan. If the Chinese Government permits landings in China, Mr Chichester intends to fly to Aparni, north of Sernluzon Island, and then to make several oversea hops to Formosa, Shanghai, Korea and Japan.
