ANOTHER APPEAL LODGED OBJECTION TO TIME-TABLE. DECISION PRACTICALLY FLOUTED. The last has not yet been heard of the case in which Mr C. F. F. Trethowen, service-car driver, of Cambridge, was successful in his appeal against the decision in which the No. 4 Licensing Authority (Hamilton BoroughCouncil) declined his application to establish a service between Cambridge and Hamilton. In a letter received at the council meeting last night Trethowen’s solicitors (Messrs Tompkins and Wake) objected to the licensing authority’s decision regarding the time-tables. The decision, they added, was so clearly an utterly unjust and oppressive one that their client was compelled to take the matter to the Appeal Board again. The position now is that whereas when Trethowen made application for a license he had six trips to Mr Innes-Jones's three, as a result of winning his appeal he has now only three trips while Innes-Jones has six. “It is quite evident that in putting Trethowen in this position'the licensing authority has sought to minimise as much as possible the benefit to Trethowen of the Appeal Board’s decision, and has, in fact, practically flouted that decision,” the solicitors proceed. “In doin& this the council is acting in direct contravention of Section 10 (3) of the Motor Omnibus Traffic Act, 1920, which provides that it shall be the duty of the authority to give effect to the determination of the board.” They add that they are writing the chairman of the Appeal Board asking him to call the board together urgently in order that it may review the decision regarding time-tables. Notice of appeal has been lodged. “It is not a very dignified letter,” remarked Ihe Mayor (Mr .J. R. l’ow) in moving that the letter be received. Gr F. W. Luxford raised the point whether the council, not sitting as a licensing authority, could pass this resolution.

The Mayor did not uphold the point, and the motion was carried. It was decided that a meeting of the Licensing Authority be held as soon as possible to review the question of the Hamilton-Cambridge service.
