The Prime Minister, Signor .Mussolini, delivered a long-awaited speech on the Halo-Vatican treaty. He said the Roman Catholic Church was not Sovereign. It was not even free, but was subject to the general laws of the State and the terms of the concordat. Papal representatives were perturbed at the Dime’s long recital of past conillcts and his reference to Christianity as a Palestine sect which might well have died out had It not come to Rome.
