A communication was received from the Local Bodies Loans Hoard stating that it had been decided do refer back the application to raise a loan of £'2oo for the Waitckauri special area for further consideration by the Drainage Board. Mr \V. R. Johnson, engineer, submitted an account for special consultations and work carried out, apart from the agreement he was working under in regard to charges for engineering. The subject absorbed a great deal of time.-7-U was finally agreed to submit the point for legal interpretation. etto. ' i£a& Classifier for Central Area. A special meeting was held to consider the appointment of a classifier for the Central area. Mr Maekay contended that a special classification should be taken and submitted to the ratepayers. Mr Johnson' said' he held all data In regard to the scheme and the new particulars could be added to the classification at a small cost. The original scheme, was made by Mr Palmer and himself. The Hying levels were takenMr Maekay considered a classiflca-i lion necessary. He moved that Mr Johnson bo appointed classifier of the £SOOO scheme and bring the classification right up to date." Mr Johnson said the original classification was made without levels, but these had since been taken. Mr Johns said strong exception had been taken to the board not carrying out the purport of a public meeting at Eastport road.

Mr Maekay did not want to see any obstacles placed in the way of a classification. There was no one more capable than Mr Johnson to do the work. Mr Palliser considered it was ' absolutely necessary to have a classification. The cost was well worth while, lie seconded the motion. The chairman: 1 have great faith in Mr Johnson as classifier. Mr Johns and Mr Palliser argued in favour of a second classifier, in order to fully satisfy every ratepayer. Mr Johnson said he was pleased to hear the recommendations made in his favour. He had all the details of. the ; scheme. If a second classifier was appointed it might add to the success of the scheme; therefore he would prefer the board to leave him out of the classification work. Mr Johnson: The best way would be to appoint Mr Hughes as classifier; I will assist him with all data. There I is apparently an undercurrent on'the central area and rather than jeopardise the carrying of the loan I would prefer to see another appointment. The chairman 1 would like to sep you carry on. Mr Johnson: I'm efraid I cannot. Mr Johns moved an amendment that Messrs Hughes and Strange be . appointed. , • ;" Mr Johnson said the original schemo he had submitted was approved by/the chief drainage engineer, and a subsidy ." of £I6OO was promised.
