NON-PERMANENT SEATS. CHINA AN ASPIRANT. A NASTY PILL. (By Telegraph—Press Assn. —Coprrtgnt.) (Australian Press Association.). (Received September 8, 9.45 a.m.) GENEVA, September 7. The Assembly of the League, by 44 votes to 4, decided to apply the reeligibility rules to the Current Council elections for the non-permanent seats, for which China is at present the only applicant. It is obviously a nasty pill to swallow to re-elect a Power owing £264,780 in contributions, but lobby opinion reflects the feeling that the price is worth while to keep China’s evolution along desirable lines, and induce a spirit of moderation in her demands for the revision of the treaties. It may be difficult, to remit arrears of contributions from Canton, but the Chinese delegation does not lack monev for banquetting, which is going on lavishly at the most expensive hotel. She is making every post a winning one. ___
