! s—'$ —' FEDERAL SCHEME. ADDRESS BY MR BRUCE. (United Press Association). MELBOURNE, June 20. The Premiers’ Conference is now considering the adoption of a Federal scheme of child endowment. The Prime. Minister, Mr Bruce, said the attitude of the Federal Government was clear, it believed assistance should be limited to those wageearners who could not rear their families ■ without unduly handicapping themselves. It couid not accept the principle that parents who could provide for their children should he relieved of that responsibility by tiie community. Nor couid (lie Federal Government accept any scheme which would impose (he cost, of child endowment on the general revenue, add lo Ihe existing obligations of industry or involve increased taxation.
Mr Bruce suggested that a scheme might be evolved by the Slates in the direction of fixing a new living wage rate with incidenlal provision for child endowment. This could be done only with the assistance of the Federal Government, which suggested that the discussion should be directed toward Ihe desirability of arriving at a consistent and uniform system of wage regulations throughout the Commonweal Ufc
