CHANG TSO-LIN’S OFFICE.

VIRTUALLY A DICTATOR. BLOTTING OUT COMMUNISM. (Australian and N.Z Cable Assn.) SHANGHAI, .Tunc 19. The Manchurian war-lord, Marshal Chang Tso-iin, has assumed the posi--1 lion of Generalissimo of (ho combined ; Northern armies for the suppression of the Reds. This office, makes Chang virtually dictator of Northern China. In an interview with a representative of the North China Daily News, Chang said Russian intrigue was so widespread and so effective that it was now apparent that nothing but concerted action by those who are opposed to Communism could save ilie country from being over-run and destroyed by mob rule under Russian instigation. “I was therefore obliged to invite all the officials who are still holding oui against Bolshevism at Peking to confer with me upon the matter of forming a single organisation to save the country,” said Chang. “There was a frank and honest exchange of opinion at the conference. We are convinced that if we can effect a closely-knit consolidation of our forces under a single central authority the Government of China has sufficient soldiers to save the situation. On this basis it is possible for us to reorganise the Peking Government, which we shall support and defend as the Government of China. We shall go on until wc have succeeded in blotting out completely the political disease with which the Russians have inoculated our people, and until wc have restored our country to sanity, with a sound and honest Government representative of all the Chinese people, j both in the North and in the South.”
