PIAKO COUNTY COUNCIL

MONTHLY MEETING. WORK IN THE RIDINGS. The monthly meeting of the Piako County Council was held at Te Aroha on Monday, there being present the chairman (Cr. W. R. Lowry) and Crs. F. W. Waite W. C. Kennedy, W. McLean, H. Magill, J. Fitzgerald, E. Whilcchurch. The Commissioner of Crown Lands replied to Council’s request for the transfer of a section of land at Waitoa on which to erect a foreman’s cottage. The Commissioner stated that he was prepared to recommend that a section of land he sold to the county for £2O per acre. An Important Point. The Council wrote the State Advances Office in regard to 10 per cent, additional loans. The question has been raised by the Council as to whether it is necessary to obtain tiie consent of the Local Government Loans Board before raising 10 per cunt, additional loans to complete work on old loans. The Council’s opinion is that they should have Lo treat them in the same manner as loans partly raised, and the advice of the board was sought in the matter. The Secretary to the Treasury replied to the above that it is necessary to obtain the consent of His Excellency I he Governor-General in Cauncil in accordance with section 3 of the Local Government Loans Act, 1926, before raising the 10 per cent, additional loans authorised by section 19 of the Local Bodies Loans Act, 192 G.—Received. The Calf By-products wrote asking permission to hurdles for the collodion of two-days-old calves. — Permission granted. Mrs. A. Brown and N. A. Stratford requested Council to attend to the drainage of Ilungahunga and School roads.—Agreed to. Mr G. V. Gow made application to the Council for permission to fence in a portion of road fronting the WaitoaMatamata road, about 20 chains in length. Mr. Taylor was appointed bridge foreman. Kereone Road. The State Advances Office wrote stating that it was not in a position to advance money for the Kereone sol-dier-settlers’ road. —Received. The Kiwitahi Ratepayers’ Association petitioned the Council and asked that before any work is done on the Kiwitahi-Morrinsville road that an inspection 1)0 made.—Cr. McLean contended that a special rating area he formed.—The chairman said that the road is dedicated and nothing could be gained by visiting the locality. Dedication. The N.Z. Railways wrote asking if the Council will accept dedication of the road leading to the railway station.—Clerk to attend. Mr W. A. Brinkley applied for a remission of the 10 per cent, on the Elsiow rating area owing lo an accident that had lia.nne.ucd him preventing

him from working his farm lo the fullest capacity.—The clerk: A judgment has been taken out. The matter has apparently been left to the last moment and then the matter is rushed through.—The chairman: It is establishing a dangerous precedent.—Gr. Kennedy: It is a matter of taking every case on its own merits.—Cr. Fitzgerald: I know the man had a very bad accident and was carrying his leg about for two or three years.—The matter was left in the hands of the chairman, Cr. Kennedy aijd Mr Gilchrist (solicitor). 7 Rates. Referring to rates, the chairman staled that during the past three or four years a great amount of metal was placed on our roads. It?* meant that this year unmetalled roads would have to be attended to and therefore it would not be wise to make any reduction. Cr. Walters: I have £SOO over from last year and cannot see that I can reduce my rates. The chairman: Both Walton and Kiwitahi are spending a lot of money in maintenance. Crs. Kennedy and McLean did not favour a reduction. Cr. Magill: A reduction could be made in tiie Te Aroha riding; a lid rate would be sufficient. The engineer: A sum will have to be expended on bridges. It is false economy to reduce. Cr. McLean: The trouble is if you do not levy a big enough rate, it must come out of the general. It was agreed lo levy a lid rate on Te Aroha riding, and a 2d rate on Tahuna, Walton, Manawaru and Waihou, and 1 7-8 d on Waitoa. On the motion of Gr. Walters, the clerk was instructed lo take steps to raise a loan for the Waharoa West area. Engineer’s Report. The engineer, Mr W. J. Gibbs, reported that the Waiti Stream bridge had been creeled and was very satisfactory. The Tahuna quarry would be closed shortly unless maintenance metal was required for Tahuna-Mor-rinsville road. There was a danger of the Mangawhara road being washed away through erosion unless the hooding was checked. The report was adopted.
