LEAGUE OF NATIONS.

COUNCIL IN SESSION. SOLUTION OF THE DEADLOCK. BRAZIL'S ATTITUDE EXPLAINED. (Australian and N.Z. Press Assn.) GENEVA, May 18. The commission to-day virtually endorsed Viscount Cecil’s plan, namely, that the next Assembly should elect, nine non-permanent members; three for one year, three for two years and after that three to retire cacli year; tiie Assembly to reserve Die right to re-elect any nation by a two-thirds majority. The new clause on which the commission voted yesterday as stated, will, it is bclived offer no solution of Dio deadlock and it is likely to be accepted at Die September Assembly at which Die election of non-permanent members will precede the election of Germany. Therefore Die way would be cleared by Dio rejection of recalcitrant nonpermanent members. The discussion was adjourned until June ’2B. Scnlior Montarroyos denies that Brazil ever wanted lo obstruct Germany’s entrance to Dio League. Dor action in March, lie says, was solely due lo a desire to attain reforms which are now under way. lie is convinced that a solution will be found in June.
