The report has been placed in the hands of the chairman of the Naval Committee of the House of Representatives, Mr Butler, for consideration by that body at a secret session. Some of the members of the committee describe the report as sensational. It was basen on Admiral Coontz's observations ou the cruise of the fleet to Australia and New Zealand, and it is said to have seriously' disturbed the General Navy Board.
