FLEET NEEDS OVERHAUL.

WASHINGTON, January 28

Admiral R. E. Coontz, formerly Com-mander-in-Chief of the United States Navy, has drafted a confidential repofo on the condition of the battle fleet, which he says sadly needs overhauling. The admiral intimates (hat the navy has fallen behind the 5-5-3 ratio.

The report has been placed in the hands of the chairman of the Naval Committee of the House of Representatives, Mr Butler, for consideration by that body at a secret session. Some of the members of the committee describe the report as sensational. It was basen on Admiral Coontz's observations ou the cruise of the fleet to Australia and New Zealand, and it is said to have seriously' disturbed the General Navy Board. Therefore' it has been deemed advisable to submit the matter to Congress for consideration. , /
