ARCTIC EXPLORATION.
A FRENCH PROPOSAL. (Received Nov. 19, 9.30 a.m.) PARIS, November 18. Plans are being prepared for a Polar expedition by French naval officers under Government auspices, to start from Spitsbergen in June. . . The "principal object of the expedition, which will travel in six specially constructed amphibious motor vehicles is to cross the great unexplored region between the North Pole and Point Harrow, Alaska, and find whether land exists therein.
