SHEPOWNERS' TACTICS.

UNIONS DISCONCERTED. United Press Association. Received December 27, 10.20 a.m. SYDNEY, December 27. It is generally believed on the waterfront that there will he no concerted action on the shipowners' part unless their hands arc forced by extreme action.

Members of maritime unions' are disconcerted by the move of the inter-Slate shipping companies in paying off the crews of eight vessels at Melbourne and Geclong. The shipowners state that the laying up of these vessels, which are colliers, has no connection with the shipping trouble, as they would have been taken out of commission in any case this season.
