CAMBRIDGE BOROUGH.

MEETING OF COUNCIL.

The monthly meeting of the Cambridge Borough Council was hold on Tuesday evening. Those present were His Worship the Mayor (Mr C. 11. Priestly), Crs. A. Wilkinson, W. Moore, A. 11. Gascoignc, 11. A. 8011, T. I'\ Richards, T. Kelly, L. M. Morrin and Morvyn Wells. Cambridge Rugby Union.

The Cambridge Rugby Union asked for a concession in the charges for use of Victoria Square. The Union now paid 10 per cent of the gate money to the Council, and in addition thoy had to bear the expense of advertising the fact that they could charge for admission. The Mayor said the Union was well able to pay the present charges, and Die Council had to bear the expense of keeping the ground in order. Gr. Bell was in favour of making a concession. His Worship then moved that the present charges be sustained. The motion was seconded by Cr. Morrin and carried.

Licensed Boarding Houses. A petition signed by all the boardinghouse keepers in the Borough of Cambridge objecting to the by-law which demanded that every boardinghousc shall be licensed and pay a license fee of £2 2s, was placed before the Council.

The Mayor and most of the Councillors were of the opinion that the by-laws concerning this matter should not be altered.

Cr. Kelly said he had bought a property arter he gave up farming and had taken in a few boarders. He thought it very unfair to make him pay a license, as the fact of registration meant that he would not be able to refuse anyone admission. It was resolved to refer the matter to the Borough Solicitor. Subdivision of Soctlon.

On behalf of Miss M. 11. Cochrane, Mr J. D. Lundon wrote asking the Council's consent to the subdivision of section 345. —Council,resolved to give their consent. Remission of Rates. Mr S. Lewis wrote on behalf of the trustees of the Chard Benefit Fund, asking that the rates on Mrs Chard's property in Princess Street be remitted on account of her being a widow and havng a family of eight children depending upon her. —The rates were remitted; Railway Timetable.

. Cr.' Wells brought up the matter of the proposed alteration in the timetable affecting the morning train. This alteration would be a grave detriment to all towns excepting Hamilton. Cr. Wells moved that the Town Clerk be instructed to write to the Railway Department asking for details of the proposed new timetable before it is brought into force, and that the Council oppose the 7 o'clock train from Hamilton unless they have one in substitution.—Seconded by Cr. Bell and carried.

Late Town Clerk.

Cr. Bell brought up the matter of recognition of the services o,f the late Town Clerk (Mr J. W. Cocks). Mr Cocks had bcf.n a good servant of the Council, stated Cr. Bell, and he would move that Mr Cocks he granted a bonus of £SO. ■

The Mayor said he was sorry that Cr. Bell should bring this matter up. The Mayor said that the more he had looked into the clerical work o? the late Town Clerk the more h n was satisfied that the books had not been kept satisfactorily, an.l he could not sec his way clei: to support the mot.on."

Gascoyne said that he had the highest opinion of the late Town Clerk as a man, but since the confererce with the Power Board he was convinced that Mr Cocks was to blame in letting the Council's books get into the state they were without asking for assistance, which the old Council would' have readily supplied. His Worship, to feel the meeting, seconded the motion.

After a good deal of discussion the motion was put and lost. Swimming Club. Messrs W. Wilkinson and W. J. While waited on the Council with a petition signed by 120 ratepayers asking the Council to take steps for the purpose of making extensions and improvements to the swimming baths. His Worship the Mayor said the Council had £9OO invested in the present baths. Last,year the revenue received from the baths was £GS 9s 6d and the expenditure was £137 10s. Mr Priestly said the present bath was sufficient for what was intended in the first place. Personally he could not recommend the placing of the proposal before the ratepayers, but he would give the other Councillors a chance to decide the matter, and he moved that the matter be referred to the Works Committee. The motion" was seconded by Cr. Bell and carried. Bowen Street. His Worship, stated in answer to Cr Wells thafßowen Street footpath was next on the list for repairs, and that the supervisor had already been given instructions to report thereon. Town Hall Rent. On behalf of the Committee tenderin" a complimentary social to Mr F. t ve MP Mr Smalcs wrote asking for 'a reduction in the Town Hall rent ror that occasion. It was resolved that the tariff be reduced to £3. Demand for Refund. Mr M J McXamara wrote demanding a refund of £-1 6s, which he considered was due to him on account of overpayment of sanitary services It was resolved that the Town Clerk be instructed to interview the sanitary contractors with regard to the matter, with power to act.. Removal of Workshop. Mr E Vealc wrote asking for permission ' to move a workshop on his property flush with the street, After a good deal of discussion it was decided to refer the matter to the Building Committee for a report. Sian Board. Pong Lee asked ror permission to erect a signboard outside his premises—The matter was left in the I,amis of the borough supervisor with power to act. Paddy's !73arket. Mr F G Upton, secretary of the Leamington School Committee, wrote asking for permission to hold a Paddy's Market in front of the Triangle buildings on Saturday, October o.—lt was decided to give permission to bold the Paddy's Market at the back of the Triangle Buildings in Empire Street. Rugby League. The Cambridge Rugby League : asked for permission to charge for j admission to Victoria Square on Hie S 25th inst.—The request was granted. Tan on Dbontures. The Commissioner of Taxes wrote asking for information in regard to debenture-holders The Town Clerk stated that as the borough debentures and coupons were made to "bearer." it. was impossible, to keep trace of the people holding

thorn, and therefore he had notified the Commissioner of Taxes that in future this Council will deduct the tax and forward the same to him.—The letter was received. Borough Endowments.

In reply to a request from the Council to have the borough endowment revalued, the Valuer-General wrote stating that if the 'Council would forward him a plan showing the borough endowments and give particulars of the leases thereof, ho would consider having the sections revalued and would give an estimate of the cost. It was resolved to submit a plan and the particulars as required. Clerical Services. A report of the meeting of the delegates of the Council and the Power Board to deal with the question of payment of clerical services was submitted by the secretary of the P«wer Board. —The report was received. Lease of Hall. The Mayor was'authorised to iook into the matter of Mr L. M. Morrin's lease of the Town Hall, which expires on September 30 next. Accounts. Accounts as follows were passed for payment:—District fund £543 7s 9d, loan account £147 lGs 2d. Bridge Inspeotor.-

Thc Ngaruawahia Chamger of Commerce wrote suggesting that a periodical and frequent inspection should be made of all bridges under the control of local bodies, and that an inspector should be appointed for local bodies grouped under the Highways Act. It was considered that the bridges under the Council's control received adequate inspection, and the letter was received.

Footpaths. A letter was received from the Presbyterian Church Managers, asking that something be done to the footpath in Alpha Street leading to their manse.—lt was decided to refer the matter to the supervisor for a report. Power for Pumping. The Cambridge Power Board wrote stating that the Council would be charged on the "off peak" power scale for power used for water-pumping, the new charge to become operative on August 1. —The letter was received and the action of the in arranging this matter was approved. Te Mlro Quarry. ■ The Leamington Town Board wrote informing the Council that it did not wish to be a party to testing the Te Miro quarry.—The letter was received. Municipal Abatttolr. 'Mr F. C. Daniell submitted plans of proposed municipal abattoir; and a sub-committee consisting of the Mayor, Crs. Bell, Moore, Morrin, Kelly and Wilkinson was set up to meet Mr Coates, of Coates and Co., with regard to the municipal abattoir.
