BETTER RETURNS,

Australian and N.Z. Cable Assn. Received August 22, 11.25 a.m. PARIS, August 21. The Matin says the exploitation, of the occupied districts is daily becoming more fruitful and better organised. There are now 7000 German railway men in the territory, compared with 70,000 in March. The receipts equal 97 per cent of the expenses. The receipts in money from the coal tax, Customs taxes on imports and exports, the exploitation of forests, and the seizure of marks are eight times in excess of the costs of exploitation.
