AGGRESSIVE WAR CONDEMNED.

The Disarmament Commission has ■ approved of a draft, treaty for submission to the Council of Ihe League of' Nations. In the first article the signatory Powers solemnly declare that aggressive war is ' ull international crime, and undertake not to commit this crime against arty other State. A signatory power, believing itself threatened by a neighbour, may inform | the League secretary, who-thereupon - Will summon the council. If aggression lias actually taken place, the council must decide, within four days which Stale was the aggressor.
