The Foreien Office has received official intimation that -the Russian Soviet Government has cancelled the appointment of M. -Rakovskyto succeed M. Kraasin as head of the Russian trade mission in London. Sir Joseph Cook, High Commissioner for Australia, has returned from Geneva In an interview he .stated that the reports of New Guinea and Nauru were passed by the Mandates Commission without remark. The' British'decision to establish a naval base at Singapore is believed to be the reason that has prompted the French Government- to increase its naval power in the Far East. A reconsfcitution of the-Ear Eastern division of the French Navy, is reported. Exports to Britain totalled 3,634,000,000 francs, compared -with 1,601,000,000 francs last year-'Only 1,549,680 tons-of fuel were received from Germany, compared with- 4",238,366 tons in the first half-year of 1922.
