Received July 16, 10.30 a.m. LONDON,, July 15. * The participation of'various Do-' minions in colonial administration was foreshadowed in the House of Lords. The Duke of Devonshire, replyingj to a question, stated that a representative of the Colonial Office had toured Canada to get into touch with the universities in connection with the) special arrangements made to consider applications from Canadian graduates for appointment to colonial services in tropical Africa, and elsewhere. Each of the Canadian universities had a Selection Board with a Central Committee at Ottawa. The scheme was at present in the experimental stage, but hitherto two Canadians had been successfully appointed to Mauritius and Gold Coast respec-> lively.
