The Earl of* Derby, Secretary of Slate for War, speaking at the prizegiving at Bisley, said it was sometiling to have reached bed-rock in the arnry reduction. The margin of safety, considering the* commitments, was exceedingly small. The army to-day must, he as highly trained as the Expeditionary Force when the war broke out.
