COUNCIL OF AGRICULTURE. By Telegraph.—Press Association. WELLINGTON, Friday. Mr Campbell (Otago High School) expressed dissatisfaction with the constitution of the council, and said that in his opinion the council, under present conditions, hardly fulfilled the intentions of those who originally set up the scheme. He moved that ■ the council respectfully submit to the Minister that the constitution of the council should be amended in such a way that the council may become an administrative instead v of an advisory body. After a good deal of discussion the motion was negatived by 14 votes to 3.
