IF LABOUR RULES.

POLICY DIRECTED BY MODERATES. I%IESENT DIVISIONS WELCOMED. INDICATION OF HEALTHY VIGOUR* Australian and N.Z. cable Assn. '.' Received June 25, 1.5 p.m. i LONDON, June 24. ' Mr Philip Snowden, in the, first of a series of articles cartributed to the Morning Post, headed, "If Labour Rules," says he does not write as the official party spokesman, but as one long associated therewith, and knowing its mind and heart. He admits he does not deplore the differences within the party. These are a sign of healthy vigour, specially expectable in a party which has not learned the need of unity and solidarity by the responsibilities.of power. Labour's opponents, who think the cry of "Bolshevism" a good stick to beat tire party with, are making a great mistake. If Labour gets a majority at will be because the electors rightly believe that the same commonsense of the moderate elements of the party will eontrol the policy. This will be justified by facts. If the party attains power it will pursue the constitutional course, acting under the democratic authority of a popular mandate, but before it obtains a parliamentary majority it will become the largest single party, and will have to face the problem of joining a coalition with another party, or forcing a Conservative-Liberal Coalition. From a Labour tactical viewpoint Mr Snowden thinks the latter the better coarse as the most likeliest to hasten a clear Labour majority. He contends., that Labour will be a class or anti-National Government, and all attempts to better' the condition of the masses will be based on the belief that this would benefit the whole nation.
