A COMPLETE DEADLOCK. REACHED.AT LAUSANNE. ISMET PASHA OBDURATE,- , Received May 7, 12.30 p.m. LAUSANNE, May 4. A complete deadlock has been reached regarding the judicial regime for foreigners in Turkey. . Ismet Pasha, without seeing .the Allies'' draft, absolutely refused to discuss the question. Sir H. Rumbold pointed out that the draft was very conciliatory, but Ismet stubbornly declined to discuss it. The Allies decided, despite Ismet's attitude, to 'circulate the draft. PARIS, May 3. The: Petit Parisi-en's Lausanne correspondent reports that Mr Joseph C. Grew, the American observer at the Conference, told General Pelle that the United States Government would not uphold the Chester claim to the Samsoun-Sevas-line, 1 and that, .while mainlainmg the principle of the open door, it considers the rights acquired by -France in 1914 cannot be dis? cussed. \
