i - —« AMERICAN CONFERENCE. '■A COMPLETE FAILURE. Australian and N.Z. trable Assn. SANTIAGO (Chili), May 3. The Pan-American Armaments Conference has closed after recording complete failure to achieve its purposes. The United States Ambassador to Belgium, Mr- Fletcher, who headed the United States delegation to the conference, presented a colourless report on behalf of the Armaments Commission, the other members of which declined to do so. The report mildly deplores war and armed peace, and recommends adherence to the clauses of the Washington Treaty regarding submarine war on merchant shipping and the use of poison gases.
