Helsingfors advices state that Trotsky, in an interview, declared that the Russian Soviet Government had already expressed its readiness to reduce the Red Army to a minimum, but the rest of Europe did not desire disarmament. The Russian Army and Navy had been reduced from 5,000,000 to 800,000, and it could not be reduced further unless there were genuine changes in' the International situation.
