SIR JAMES ALLEN GOING. (Australian and N.Z. Cable Assn.) Received' August 2", 5.5 p.m. LONDON, August 25. Sir James Allen is going to Geneva on August 29 to attend the Financial Commission, which precedes the plenary session. Other delegates include Sir Francis Bell. Sir Arthur Maitland, whose offer to assist the New Zealanders has been accepted by Mr Massey, will follow later.
