MORRINSVILLE BOROUGH

MEETING OF COUNC:i.. The Morrinsville Borough Council met last Thursday. There were present: The Mayor (Mr F. .). Marshall). and Crs. A. Gifford, D. W. Jones, W. H. Milliken, J. B. Thomas, G. Howe, and B Chapman Correspondence. In reference to the Morrinsville Borough Recreation Reserve, the Internal Affairs Department advised that it was a matter for the Lands Department, and that I hey had therefore referred the Council's letter lo that quarter. 'Messrs John Burns and Co. again requested payment of their account of £I3OO 2s Bd. The Spiral Pipe Company forwarded invoices amounting to £2330 18s id for pipes recently despatched.—This completes everything ordered under the contract. Regarding the proposed loan of £IO,OOO to complete the water supply scheme the State Advances Department informed the Council that an Order-in-Council in terms of secUio.l 20 of the Finance Act, 1019, consenting to the raising of the loan, has bem obtained, and same gazetted. The Department enclosed a form upon which preliminary application may be made for an amount not exceeding £SOOO. Mr Milllken's Property. The Council's solicitors (Mr S. S. Allen) advised that he considered there was nothing to prevent the proposal to purchase Mr M'illiken's property being put to Ihe ratepayers on a poll as an abstract proposition. This would, however, commit neither the Council nor the ratepayers to anything. It would be necessary to submit the question to a second poll as a loan proposition later on, specifying fully the terms of the proposal in the usual way. The Valuation Department, at the request of the Council, forwarded their valuation of October 3, 1921, of this property containing six acres, thus: Capital value £3OOO, uc'mprovcd value £2850, improvements £l5O. Finance Committee's Report. The Finance Committee reported that at a meeting on Wednesday last Mr Milliken stated that he was prepared to sell his property at Government valuation, and to receive debentures for a period of llircc, live or *ix years at six per cent. Alternatively, it ii loan could be raised he would accent £•2700 cash. He also agreed to gi\e the Council a written option cmbodying these terms. The committee recommended that a poll be taken for a loan of £3OOO, repayable in 36A years, and, if sanctioned and money available, that the ground be purchased for £2700, a special rate of l-5d to be struck as security for this loan, and that a sinking fund of one per cent per annum be established. Cr. Thomas was of the opinion that the cash would be forthcoming. The committee also recommended the following:—That steps be taken to 'increase the bank overdraft limit lo Ihe maximum;, that the charge to householders for new sanitary pans be 30s instead of 36s as at present; that the Council fix the remuneration to be received by" the clerk fur'arling as returning officer (fixed at £1 Is); that Messrs J. Burns and Co. be advise! that the Council expected that money for payment of their account would be available shortly; that the Public Trustee be asked that matters in connection with Ihe loan of £-4500 be expedited: that a sum not exceeding £lO be expended in clearing part of river bank in the Recreation Reserve (left in hands of Mayor ami Cr. Howie); that insurance on cottage on Town Hall site be increased from £lB5 to £350; that the following accounts be passed for payment: District Fund account £2Bl 2s 6d, water supply loan account. £413 7s id. The reoort was adopted. Building Inspector's Report. Since'his last report the buildinginspector (Mr Fielder) stated he has issued four permits (three houses and one shed), and had gone through the plans for the power-station, and considered that they conform with the bylaws. Traction engines and motor lorries carrying heavy loads should, he considers, be compelled to keep to the stock routes. The vibration of thes? vehicles has already caused a certain amount of damage to property.—Received. It was agreed that the drivers of these vehicles be requested to drive slowly through the township. Engineer's Report. The engineers (Messrs Lockie Gannon and Worsley) reported on 6/10/21 as follows:—During the fortnight 63 house services have been put in using 1226 cubic feet of piping. The connecting up of 2'in mains witii the cast iron pipes has been completed. Re house services lo private property, we gave foreman instructions lo interview property-owners lo ascertain the must, convenient position to place the, services. He states he is complying wilh these instructions. We are endeavouring to inslal Ihe services on the roadway in as convenient a position as possible in order lo reduce the length of piping, and to provide the shortest possible route for Ihe propert y-owner. Mr Webb has arrived in Morrinsville and started p-ipc-laying. Our men are now employed under Foreman Canton in trimming the trench for this purpose. Mr Webb informs us that the balance of the pipes to complete the supply main have be.:n put on the rail at Wangai.ui. Reporting on October 13th he sa'id: "The work of trimming and grading the trenches and laying and connecting up the supply was recommended a week ago. The wet weather experienced the last Jew days half tilled the trench. It. was now rapidly disappearing gravitaliionally. Half a mile of pipes have been laid. Thirteen men are employed, in addition to the pipe company's two men. Mr Webb anticipates laying a mile of pipes during the next week provided the weather is favourable. —Received. Health Inspector's Report. When making a'-housc-to-houso inspection of the town it was found that many residences were not taking the night-soil services. Although many have very large acreages sufficient care | is not taken, thus creating a source ' oi' danger from typhoid fever. If exemptions are granted, it will entail someone inspecting every week to see that the work is properly carried out.. He did not recommend that any exceptions be made (sceptic tanks excepted), and pointed out that under section 67 of the Health Act, 1920, special powers are given to local authorities dealing with all nuisances. The report was adopted. Foreman's Report. The Council's foreman Mi' Keogh) reported thai he had received siv trucks of metal from Tirohia, three of which have tx:en used on Allen slree!, and three on Thames street. Some knapping lias bepn done on ihe Auctioneering Company's paddock, !t:N metal being very badly >procd. He advised thai, the National Trading Company was in the habil of dumping all their rubbish on Hie bank opposite their premises, i.e., papers, rags, potatoes, and refuse. These arc there set aliorht, and cause a most unpleasant odour to people using Alien street.

Cr. Jones moved that the clerk write to the Ami in question, instructing them to cease these operations.—Carried. Works Ccmmittoo Report. Referring to the Power Board's request fur suitable positions re erection of poles the Works Committee recommended the numbers of poles and locations for same be as follows:—Thames street (east) 8, 'including 1 at Bank street corner), Studholinc street (south) i, Studholme street (north) 5, Hamilton Road .',, Canada, street 1, Allen street 2, Canada street (north) I, Moorhouse streel north) 2, Moorhouse street (south) 2, Park street 2, Lincoln street 2, Coronation street 3, Lorn? street (south; 2, Lome street (north) ,'(, Pase street .1, Bank street I, George street 1 ; total 44. —Left to Works Committee. General. Mr \V. B. Morris, chemist, and Mr W. C. Butler (plumber) requested that the water be laid on to their residences in the new street off Allen street .—lt was decided not to do reticulation in new streets until ths others are completed. At the request of the Council Messrs Hans Smith and Sons, Kiwitahi, estimated the damage done to their property by the laying of the water scheme at £4 ss.—lt was agreed to pay same. Mrs A. L. Howarth, Walton, applied for a water plug opposite the shed on the property of the late Mrs L\ J. Delancy.—it was agreed that this and all other applications be referred to the engineer, and that the engineer be asked to furnish a list of all country applications for water. The Morrinsville Chamber of Commerce, seeking the Council's support, forwarded a copy of a resolution carried at their last meeting:—That all local bodies in the Thames Valley districe be asked to combine with Hie Morrinsville Chamber of Commerce m ■inviting the Minister of Public Works, the members for districts, and other members of Parliament to pay a visit of inspection to the Hauraki Plains district. —Cr. Thomas moved, and Cr. MilHken seconded, that support be given to Ihe proposal.—Carried. All outstanding rates for the year ended March 31, amounting to about £281). have been, with the, exception of a few petty amounts, placed in the solicitors' hands to he dealt with
