The Philadelphia Ledger, commenting on the breakdown between the Japanese and Eastern Siberians conference at Daricn, believes that the Japanese evacuation of Siberia will bo indefinitely postponed. In any case it will not be accomplished till after the Washington conference. The paper points out that this means the domination of 15,000,000 Eastern Russians by the Japanese. The Washington correspondent of the Ledger says that advice has been received that the Japanese are turning into an accomplished fact the conversion of a white man's country into a ye}low man's country. The conference, therefore, must face a racial issue that is not problematical, but actually existent. It claimed that for all practical purposes Japan to-day possesses vast maritime provinces ift Siberia, including Vladivostok and ot&*r ports, cutting Russia off from tfeft sea. Japan controls all public and trading functions, and the local Russian popur lation has been disarmed.
