JAPAN AND CHINA
THE SHANTUNG PROBLEM; JAPANESE ALTERNATIVES. (Australian and N.Z. Cable Assn.) Received October 11, 5.5 p.m. TOKIO, October 10. The Cabinet Council has not yet decided Japan's course in view of the Chinese refusal to accept the Shantung settlement. Three courses are open, according to the Foreign Oflice, namely, to drop the matter entirely, maintaining the status quo pending overtures from Pekin; secondly, to refer the matter to the Washington Conference; and thirdly, to discuss the matter at Washington .outside the Conference- , SHANTUNG CONTROVERSYr SUGGESTED MEDIATION. Received October 11, 8.5 p.m. TOKIO, October 10. Official circles think that Japan Is likely to request President Harding to mediate personally in the Shantung controversy between Japan and China without reference to the Armament Conference. The Diplomatic Advisory Council to the Cabinet is expected to consider this course during the coming week's meeting. Japan is expected to ignore China's latest note, leaving things as they are, either until outside mediation settles them, or China asks for the resumption of negotiations.
