_ . MONTHLY MEETING. The monthly meeting of the Sttort : Board was held at Matangi on Monday ' afternoon. Mr J. E. Pobbs presided. 'and there were also present: Messrs : T. Clarkin, L. J. Judd, 11. The clerk reported that a further ' Instalment of the loan money, amounting to £2OOO, had been received from ' the State Advances Office. Road Roller, Scarifier and Sprayer. Various quotations were received in connection with these during the discussion as to the advisability of purchasing these. Mr Judd pointed out 1 that it -would be inadvisable to pledge the Board to an expenditure of £3OOO, ; seeing that they may not for some time be able to get any further loan above the fi 10,000 already granted, and therefore ho favoured hiring a roller for six .months until they Knew their position. The chairman'said he was against this policy. It would mean that they were paying away money in hire and at 1 the finish would have nothing to show, /whereas if they purchased there "would be something for the ratepayers to sec. Mr Lee Martin agreed with Mr •Judd that it would be better to hire until something clefin'rte was known ■regarding the future. He did not think jthe Board was justified in locking up C3OQO unless they were sure of further jnoncy. In the event of its not being available interest on the machinery •would have to be paid out of the general fund, which could not stand the payment of £3OO per year, plus the interest. The chairman said he was surprised at the last speaker, for he had always j professed to be in favour of purchas- J ing a' roller. Mr Lee Martin replied that he was still in favour, hut he wanted to see where the money was corning from. In any case-it would be about three montlis before the roller could be delivered, and if they hired a great portion of the work would be completed before then. The engineer spoke in favour of a roller which could be hired, and said it would be ideal for the work. The chairman disagreed with that opinion and said that in spite of what Mr Brown had said he knew the roller would not be suitable. \ motion moved by Mr Judd and seconded bv Mr Lee Martin, in favour of hiring, was defeated in favour of an amendment" movi'J by the chairman and seconded by Mr Marychureh. that the Board purchase the machinery. It was decided to put the order for roller and scarifier through Messrs Booth McDonald, who were prepared to take the Board's debentures, with a proviso that the interest be bank rate end the Board redeem these at the rate of £3OO per year. Mr Lee Martin raised the point as to ■whether the increased interest could be paid, seeing that the rate of interest had already been fixed. The clerk was directed to write the Minister on the matter. It was resolved to order sprayer through Ellis and Co., Auckland, the price to be £220. f.o.b. New Plymouth. General. ' The clerk reported that the Banlc overdraft in the general account was £fJ39 15s 10d, and the loan account was in credit £1203 15s 2d. The chairman was empowered to sign debentures for a further £2OOO. The clerk reported that he had received from the Department a cheque for £230 12s 5d rate subsidy. The following amounts were passed lor payment: Loan account, £823 16s lid, General Account £Ol3 3s 7d.
