A GOVERNOR INDICTED
CONSPIRACY AND EMBEZZLEMENT. AN UNTENABLE PLEA NO KINGS IN ILLINOIS. (Australian and N.Z. Cable Assn.) Received July 27, 9.10 p.m. NEW YORK, July 26. . At Springfield (Illinois) State Judge Smith, in deciding that Governor Small must face arrest on charges alleging fraud and embezzlement, declared that there was no such thing as divine right of kings, and there were no kings in Illinois, therefore the conceit that the king can do no wrong was baseless. It is beyond the scope of the Governor’s power to call on the State troops to shield him from arrest. The Governor is subject to arrest and prosecution for his acts as a State Treasurer.
