The secretary of the Italian Labour Confederation lias prepared an exhaustive report on the Socialist Labour process during the past two years. He says that the principles hitherto fallowed have proved wrong; that frequent strikes have proved more disastrous to workmen than the employers; thai strikes in public services only Inflicted hardship on the public without damaging capitalism: that when wages are raised the labouring masses, who are the largest consumers, are the chief sufferers.
