The Assembly displayed no further interestin the incident.
Herr Branting moved that the Argentine amendments be referred to the committee dealing with amendments to the covenant. Canada wished to have Article X. eli- ~. minatedirom the'eovenanti Canada had fought against this inclusion at Paris, but in view of the Assembly's decision she would leave the proposal to the Amendment Committee. The Assembly debated in part the report of the. Cam- g»--v; mission on the .relations between the Council and the Assembly. Lord Robert Cecil viewed with apprehension the.-clause defining whaMTV decisions could be given. The Council' fm was apparently depriving the Assembly. r, »•'• of the right of review. M. Viviani pointed out that the covenant sharply defined the powers of th9<* Council and Assembly. He thought the ;; 1 lotter had the right of review when; the ? 1 report of the Council's work was presented. Mr Rowell, Canada, believed that the Assembly, in its general jurisdiction, had superior powers to the Council* He therefore disagreed with Lord j| | Cecil's apprehensions.
