Evidence eonlirma.tory of Ihe recent .Ministerial statements regarding improvement in the situation in Ireland is disclosed in a captured Sinn Fein army order urging the immediate construction of secret dug-outs in Ihe Tipperary area for men on the run. It points out that Ihe accommodation and hospitality hitherto rreely Riven these men by farmers and others is not now forthcoming, thus showing the increased efficiency of the police activities and a widespread withdrawal of sympathy from the operations of the Sinn Fein murder gang. Meanwhile the Sinn Fein courts have practically disappeared, while the ordinary work of the high court and county courts is increasing. Local authorities, who refused to submit their books to the Government, auditors, arc now reversing the decision owing to the Government withholding grants. The hunger strike weapon has failed, and been discarded. For every barrack burned the policemen now commandeer the most suitable house in the district, often owned and occupied by leading Sinn Feincrs.
ENGLISH BISHOPS' APPEAL. TRUCE FOR NEGOTIATIONS. FIVE PRISONERS SHOT DEAD. (Australian and N.Z. Cable Assn.) Received November 18, 8 p.m. LONDON, November 17. Seventeen English bishops have signed a resolution appealing to both sides in Ireland to arrange a truce, so as to cr.able negotiations for a settlement to be conducted. Sergeant Donoghue was shot dead in Cork. It is officially stated that four men who were arrested, tried to escape at Killaloe, and all were shot dead.
LABOUR PARTY'S MANIFESTO. WITHDRAWAL OF TROOPS URGED. (Australian and N.Z. Cable Assn.) Received November 18, 8.40 p.m. LONDON Nov. 17. The Labour Party has issued a manifesto demanding the withdrawal of all armed forces from Ireland and placing; the responsibility for the maintenance of order on the local authorities and immediate election of a Constituent Assembly io formulate whatever constitution the Irish people desire. A Labour Commissioner has been lappointed to visit Ireland and investigate he reprisals.
