Lord Robert Cecil, in a manifesto on behalf of the League of Nations’ Union, says: “The League exists. Is it to be a real tiling, or an imposture? It all depends on the attitude of the peoples, and not the least the British peoples. There is no time to be lost. Schemes for limitations of armaments must be worked out, the terms of the mandates settled, mandatories appointed. and an international court of justice established. Moreover, the disquieting Russian situation, the economic chaos in Europe, the defective financial provisions of the Treaty, and the early admission into the League of enemy Powers, are matters within the League’s sphere of action, and a policy regarding these matters must be formulated.’’
The Union appeals for support in the shape of personal service or pecuniary contributions.
