APPOINTMENT OF REPRESENTATION PREPONDERANCE OF INDIANS. DIRECT ELECTION PROPOSED. (Australian and N.Z. Cable Assn.) Received January 9, 11.55 p.m. ALLAHABAD, Jan. 9. The Government has provisionally decided on the distribution of 100 seats in the new Indian Parliament in Hie provinces. ’There will be a heavy preponderance of Indians over Europeans. The totals in the Legislative Council will be Indians 49, Moslems 29, Sikhs 2, landowners 7, whites 9, Indian commerce 4. For the Council of State it is proposed that the elected seats be Indians 21, Moslems 9, Sikhs cne, Chambers of Commerce two. It is proposed that the elections to the Councils be direct, and that the local Government frame a franchise so as to yield an electorate composed of men of wealth and position. These, proposals will he submitted to an informal advisory committee, which will he instituted for the purpose of consultation on the reform proposals and criticism will bo invited from various political bodies.
