' The shipowners complain at the alleged inactivity of the Shipping Controller in connection with the engineers' trouble. Vessels of the interstate companies are under the control of the controller, and the owners are powerless to make any move towards a settlement unless instructed with a view to getting the Niagara away. The Union Company, which is not controlled by the Controller, has offered to concede the engineers' demands subject to conditions made in the final settlement between the Controller and the union. The offer was declined, but negotiations are proceeding.
