THE FASHODA INCIDENT

In his letter to the ex-Czar regarding his visit to the Holy Land, the ex-Kais-er says: "The hatred of the English is growing more intense, and there is also a growing" contempt for France." Referring to the Moslem contempt for France, the Kaiser continues: "That is unavoidable in consequence of the terrible quagmire France is now floundering in over her internal affairs, splashing dirt right and left till the whole of Europe reeks with the stench. Here the people look upon them as a dying nation, ebpecially since the ignominous Fashoda retreat. What on earth possessed them after such a wellarranged and plucky expedition of poor brave Marchand? They were in a firstrate position and able to help us and another in Africa, who was aorely in need of strong help. The news came as a thunderbolt on the Eastern peoples. If it is true, as the papers say, that Count Mouravieff counselled France to take this step he was singu'larly ill-advised. It has given our friends and allies a mortal blow here, and brought down the ancient prestige never to rise again. The Moslems call at 'France's Second Sedan.' The Kaiser concludes his Eastern impressions by warning Nicky that Turkey is very much alive, and not a dying man. Beware of the Mussulman if you touch their tnational honour or their Kaliph."
