PROFICIENCY CERTIFICATES
BACKWARD CHILDREN
(By Telegraph. —Press Association.) WELLINGTON, Monday. At the annual conference of the New Zealand Educational Institute Miss Butler and Messrs Wells, Tibbs, McTnnes, Munro and Lamb were appointed to consider some modification of, or substitution of, the system or proficiency certificates as a test of promotion to secondary education, the coordination of the curricula in primary and secondary schools, and tho continued education of country children. Dr. Eleanor Baker, Miss Chapman, Professor Hight, and Messrs Purchase, Penlintrton and Aschman were appoijffcwd to report on retardation and backwardness in primary schools. One delegate said that not 50 per cent of the children who passed the hire* Standard reached the Sixth Standard,
