KAISER AND CZAR
SENTINELS OF THE FAR EAST. RUSSIAN DIPLOMACY PRAISED. (Australian and N.Z. Cable Assn.) (Received Jan. 4. 11.5 p.m.) LONDON, January 2. . In a New Year's letter to Nicky, dated 1898, the Kaiser sent a drawing by himself, symbolising Russia and Germany as sentinels of the Yellow Sea for proclaiming the gospel of truth. He said, "I drew this sketch during Christmas week'under the blaze of the lights of a Christinas tree. In a letter of March 28 the Kaiser congratulates (he Czar on the successful issue of the' action at Port Arthur. "We two make a good pair of sentinels at the entrance to the Gulf of Pechili, who will be duly respected, especially by the yellow ones. I think the way you soothed the feelings of the fretful Japs in regard to arrangements in Korea a remarkably fine piece of diplomacy. Morally speaking you are now master of Pekin." The Kaiser delicately hinted to the Czar to send him a pencilled line to definitely indicate their respective spheres of influence in China, and so prevent future misunderstandings. "The idea which is beginning to be ventilated in the press across the Channel that Chinese affairs will be decided by an international conference has been sharply repudiated here by me, because \l found it was a masked attempt to (tie your hands in the Far East, where I think your relations are your own affairs, not other peoples."
