Viscount Grey has departed for London. • New. York papers state that he will prdsent to the British. Cabinet what he considers the final position of America towards the Treaty, and will tell Mr Lloyd George just what conditions the Allies may expect to have to make if they want to bring America into the League of Nations. Reports are current that the differences over Article X of the League of Nations covenant are delaying and threatening to defeat the efforts to secure a compromise. The principal difference is with Mr Wilson and those who agree with his construction and proceed upon the assumption that Article X puts a moral obligation upon America to help to prevent external aggression against any member of the League of Nations, while Senator Lodge, the reservationists, and the mild reservationists have declined to accept a "blanket" obligation, the accept a "blanket" obligation. Mr Henry White, a member of the American peace delegation, has conferred with Mr Hitchcock, pointing out that one of Mr Lodge's reservations, which contemplates limiting the voting strength of the British colonies in the League Assembly, would seriously menace the solidarity of the League since Canada, Australia, and New Zealand would strongly protest against any American effort to disfranchise them. Mr Hitchcock said he had discussed the same matter with Earl Grey, who had also pointed out the serious results that would accrue should this reservation be adopted. Mr Hitchcock added that Earl Grey's departure for England .was partly for the purpose of discussing this matter with the British Government.
