Reports are current that the differences over Article X of the League of Nations covenant are delaying and threatening to defeat the efforts to secure a compromise. The principal difference is with Mr Wilson and those who agree with his construction and proceed upon the assumption that Article X puts a moral obligation upon America to help to prevent external aggression against any member of the League of Nations, while Senator Lodge, the reservationists, and the mild reservationists have declined to accept a "blanket" obligation, the accept a "blanket" obligation. Mr Hitchcock said he had discussed the same matter with Earl Grey, who had also pointed out the serious results that would accrue should this reservation be adopted. Mr Hitchcock added that Earl Grey's departure for England .was partly for the purpose of discussing this matter with the British Government.
