INTER-ALLIED CONFERENCE

AMERICA REPRESENTED. MANY PROBLEMS DISCUSSED. (Australian and N.Z. Cable Assn.) LONDQN, Dec. 12. The American Ambassador participated to-day in the Inter-Allied Council at Downing street. The subjects discussed included the American delay in ratifying the Treaty, and the Allies' position in relation thereto. The Council also discussed the problems of Turkey, Russia and Constantinople and Germany's attitude to th 5 protocol.

SUPER-SUPREME COUNCIL. FIRST MEETING IN PARIS. (Australian and N.Z. Cabin Assn.) LONDON, Dec. 13.9 The Daily Telegraph learns that the Downing Street conferences with M. Clemenceau and Signor Scialoja decided to establish a super-Supreme Allied Council, consisting of the Prime Ministers of Britain, France and Italy, with a representative of the United States, who must have full powers to act without referring to Washington. The Council will meet periodically, the first meeting being held in Paris at Christmas. A difficulty may arise if Mr Wilson declines to delegate his Presidential powers to a plenipotentiary. It is understood that the conferences to-day discussed the Russian, Adriatic and Turkish questions, but reached no decisions. Afterwards Mr Lloyd George aid M.
