FINANCIAL PROGRAMME OUTLINED. TAXATION ON SLIDING SCALE. (Router's Telegrams.) BERLIN, Dec. 4. In the Assembly Herr Erzbcrger explained the financial programme under which it was projected to levy an income tax on a sliding scale of from JO to 60 per cent. It is proposed to tax capital revenues 10 per cent and a general levy yielding 15,000,000,000 marks. •
