ROUMANIAN POSITION
EFFORTS AT CONCILIATION. AUSTRIA'S EXTREME MODERATION. (Australian and N.Z. Cable Assn.) PARIS, Dec. 4. The Supreme Council has published a note explaining the steps taken to induce Roumania to accept the Allies' decision. The Council declares that the reply received was conciliatory merely in words, but negative as to facts. Austria's recognition of Roumanian rights shows incontestably extreme moderation.
