The Daily Chronicle's Berlin correspondent states that one of the most important results of the revolution is the Industrial Councils Bill about to be considered by the German Parliament. Out of the Soldiers' and Workers' Councils, which were active during th e early months of the revolution, there have grown industrial councils representing the workers of practically all trades. These have largely lost their' political character owing to their increased economic importance, and the Government is now seeking to legalise them. It has been agreed by all parties that the councils shall be represented on all boards of directors in order to champion the workmen's views, the workers delegates being under an oath of silence regarding business secrets. It has also been decided that balance-sheets' be handed to the councils personally. A big divergence of opinion, however, has arisen owing to the Socalist members in the Cabinet desiring that the reforms be carried much further.
