Cable Assn.) Received March 29, 9.40 a.m. LONDON, March 28. The Bolsheviks continue to retreat in the Baltic provinces. Lettish troops and the Baltic Landwehr gained ground further east. The Landwehr, by a bold swift raid from Tukkum, occupied Mitau.
