NEW IMMIGRATION LAWS
CONTEMPLATED BY AMERICA. REGISTRATION OF ALIENS. Received March 28, 5 p.m. WASHINGTON, March 26. The United States is drafting a new immigration law, providing for the registration of all aliens now in the United States or applying for admission hereafter, making the stay of immigrants probationary, defending on good behaviour, and changing the burden of proof, so that aliens must show cause why they should be granted admission.
