FREEDOM OF THE SEAS
THE BRITISH DEFINITION. (Australian and N.Z. and Reuter.) Received December 11, 7.35 p.m. LONDON, Dec. 10. Sir E. Smith, K.C., at Liverpool stated that he is preparing a memo for the War Cabinet on the subject of the freedom of the seas. "We will," he said, "probably tell the Peace Conference that we are quite satisfied with a definition of tne freedom of the seas, which will enable the British Navy in future wars to do exactly what the navy, assisted by the American navy, had been doing during the past 18 months."
