The President has answered Austria that the United States eannot accept Austria's autonomy plan as a hasis for pea-ce. It wili be necessary for tlie Austro-Hungarian Government to satisfy the national aspirations of its people, allowing the people to judge their rights. Mr Wilson notifies Austria of her recognition of the Czecho-Slovaks as co-belligerents, also the justice of the Jugoslav nationalists' aspirations. The President states that since the United States has recognised the Czecho-Slovaks, the Aus-flro-Hungarian subject races themselves shall determine what action by the Austro.Hungarian Government satisfies their aspirations.
