CAPITULATION REPORTED ALSO KAISER'S ABDICATION. (Router's Telegrams.) Received October 17, 12.15 p.m. WELLINGTI »N, Thursday. The following Reuter message, dated London Oct.. 10, 4.15 p.m., has been received: "The Rotterdam Courant announces that Germany has capitulated and the Kaiser abdicated." A second Reuter message from London, via Vancouver, says that the Foreign Office is without confirmation of the report of the Kaiser's abdication, but well-informed circles are not disposed to reject it. (Australian and N.Z. Cable Assn.) Received October 17, 12.20 p.m. NEW YORK, October 16. The United Press' London correspondent states that there are unconfirmed reports that Berlin has accepted Mr Wilson's conditions safeguarding the German people. LONDON, October 16. Mr Balfour believes that the German advances are really sincere. WASHINGTON, October 16. Reports from Holland state that if is believed that Germany has offered to give up her submarine warfare. It is reported that Germany is reply-, ing accepting Mr Wilson's general conditions.
